Lokalno upravljanje in trajnostni razvoj podeželja: izkušnje Irske v kontekstu EU

Povzetek

Ta članek obravnava vlogo partnerstev lokalnega upravljanja pri spodbujanju trajnostnega razvoja podeželja v povezavi s politiko EU v zadnjih dveh desetletjih. Kot primer je predstavljena izkušnja Irske. Od začetka 90. let naprej so nova lokalna partnerstva, povezana tako z EU kot z nacionalnimi pristopi k razvoju podeželja, nadomestila nekatere pomanjkljivosti šibkega lokalnega upravljanja na Irskem. Deloma zaradi skrbi glede podvajanja izdatkov in demokratičnega predstavništva so partnerstva postopoma prišla bolj pod okrilje statutarnih struktur lokalne samouprave. Še vedno pa je treba videti, kako bo irska politika razvoja podeželja za obdobje 2007-2013 izvedena v tem spreminjajočem se kontekstu.
